"There are many factors that make this happen. Among other things, the attitude of users of construction services in this case is the government that is inappropriate and does not favor private service providers. For example, the government tends to provide more opportunities to state-owned contractors / SOEs , "said Spokesperson for the National Winning Body (BPN) Prabowo-Sandi, Suhendra Ratu Prawiranegara through his statement on Tuesday.
The most obvious thing, continued Suhendra, was clearly seen in the multi-year project scheme. This multi-year project is usually worth hundreds of billions or even trillions of rupiah, so only BUMNs tend to do it based on work experience and equipment availability.
"It is certain that it will close the opportunities of the private sector in the construction work. If indeed the government, especially the Ministry of Public Works and Housing is wise, as far as possible limit the multi-year projects whose value is very large," he explained.
Even though, added Suhendra, the Ministry of Public Works and Housing has made a policy, that SOEs can only work on projects that are worth more than Rp. 100 billion. However, with this multi-year scheme, it still makes BUMN a big opportunity by gaining a considerable turnover of the project.
"The government should not multiply multi-year projects. But it is enough to make a single-year project, with a project value below Rp. 100 billion. So providing opportunities for private contractors to participate more broadly in development. Furthermore, he said, the cause of the constant turnaround of private contractors was that the government tended to be comfortable with the scheme of assignments to SOEs. So this closes the opportunity for fair competition with private contractors.
