"The range is 35 thousand now, first it was in the range of 70-80 thousand. So it did drop dramatically," said Deputy General Chairman Bambang Rahmadi when contacted by detikFinance, Monday.

Bambang explained, the decline in the number of members was due to the many government projects that went through the assignment scheme. Most of the projects are of great value so they are taken by State-Owned Enterprises (BUMN).

"BUMNs take on average large ports indeed, the portion of concrete, large stake, large equipment so that the involvement is not labor intensive," he said.
Not only that, he said, the use of village funds also helped reduce the number of members. Because, village funds are managed by the region and the project is not contracted.

"Village funds are not contracted but managed by the village. While the regional budget is lacking, the state budget is lacking. There are large projects, dam, toll roads, large, large ports by state-owned enterprises," he explained.
According to Bambang, 95% of Gapensi members are small scale contractors. Then, as much as 3% medium scale and 2% large scale.

"As a result, the contractor, if he can't work, doesn't register again. That's what causes members to drop dramatically. Hopefully 2019 small portions will increase somewhat, meaning members are passionate," he said.
